A rule read aloud at roll call sets the terms: an officer caught with a hand on the chief loses the badge. Chief Vera Lancaster is new to the department, and the station treats her with fear. Cole is a grown rookie with no partner because nobody wanted him. He wants to keep his job. Vera wants someone who will meet her eyes, and she has found him. The posting she gives him is park patrol, nights.
